Subject: [PATCH] dnf5: Use RepoConfigOverride API for repo configuration

This ensures PackageKit-driven repository configuration changes
work properly in environments where the configuration data is
installed into /usr (and thus expected to be read-only).

With this change, we now need to verify the existence of the repository
to prevent blindly setting configuration for repositories that do not exist.

Also, we now require at least DNF 5.4.3.0 for the new API.
