            Allow building with any libgit2 version

This has the effect of building against libgit2 v1.9 instead of
the current "unversioned" libgit2 v1.7 package in EPEL 9.

The v1.7 branch of libgit2 is no longer maintained upstream and
is accumulating known security issues that are only getting fixed
in libgit2 v1.9 and v1.8.
