Log:
Enable tests, and cherry-pick upstream fixes
- cherry-pick from upstream to avoid braces warning.
- enable tests, then patch and cherry-pick so they pass.
- tarball missing two files needed for tests.
- BR on perl(open) for tests.
- patches to enquiet build, fix brace warnings.
- spec formatting fixes.

+I think you can ignore this. It's almost certainly to do with minor
+difference in locales between OSX and Linux. You are using the same
+locale as I am (en_GB.UTF-8) in the OS and this usually means that the

+matters. I only use OS locales in the tests to speed them up a bit.
