            Manually fix up changelog

The package was switched to autochangelog but not autorelease
between -3.fc44 and -4.fc45. This is not a valid configuration
and caused the changelog for every build since to be incorrect.

This updates the changelog file to contain a manually-corrected
history for the builds from -4.fc45 to -11.fc45 and my subsequent
yet-unbuilt changes. Next we will enable %autorelease so that
future builds will have matching releases and changelogs.
