            Remove obsolete pixbuf loader

Due to changes in gdk-pixbuf, the libheif pixbuf loader now has lower
precedence than glycin and will no longer ever be used.

Unlike other third-party pixbuf providers, the libheif thumbnailer is
not based on gdk-pixbuf-thumbnailer and therefore does not need to be
disabled.
