            Fix SPDX license expression: restore missing LGPL-2.0-or-later and LGPL-2.1-or-later

The prior SPDX fix correctly dropped ISC ('panels/network/rfkill.h'
removed upstream) but incorrectly also dropped both LGPL variants.

LGPL-2.0-or-later evidence:
- 'panels/display/cc-display-labeler.c': "GNU Library General Public
  License ... either version 2 of the License, or (at your option)
  any later version"
- 'panels/display/cc-display-labeler.h': same

LGPL-2.1-or-later evidence:
- 'panels/network/wireless-security/nm-default.h': "GNU Lesser General
  Public License ... version 2 of the License, or (at your option)
  any later version"
  ("GNU Lesser" name = LGPL-2.1 lineage)
