            Correct License tag: 'LicenseRef-Callaway-BSD' -> '0BSD'

Source code analysis:
- 'COPYRIGHT.orafce' contains the exact Zero-Clause BSD (0BSD) text
  verbatim — this is the project-wide license file
- 'sqlparse.c' and 'sqlparse.h' carry GPL-3.0-or-later headers, but
  these are Bison-generated files; the Bison exception (clause 2)
  explicitly permits distribution under the project's own license
  terms, so they add no separate license obligation to the binary
- Five PL/Vision files ('plvlex.c', 'plvstr.c', 'plvsubst.c',
  'plvdate.c', 'utility.c') state "This module is under BSD Licence"
  with no standalone license text — they are covered by the
  project-wide 'COPYRIGHT.orafce', i.e. 0BSD
- 'META.json' upstream incorrectly declares "PostgreSQL" as the
  license; this is an upstream metadata bug (the actual license file
  says 0BSD). An upstream PR to fix 'META.json' is recommended but
  does not affect the Fedora package.
- All other source files have no license header and are covered by the
  project-wide 'COPYRIGHT.orafce' (0BSD)
