            [bugfix] Disable '_FORTIFY_SOURCE' when building with '-O0' debug flags

'-D_FORTIFY_SOURCE' requires at least '-O1' to function. The debug
build sets '-O0' via '%{_pkg_extra_cflags}', creating conflicting
flags. Undefine '%{_fortify_level}' so the fortification macro is
not emitted.
