            [cleanup] Replace flatpak-conditional '/etc/my.cnf' dependency with '-config'

The main package had a flatpak conditional:
  flatpak:  'Requires: %{name}-config'
  non-flat: 'Requires: %{_sysconfdir}/my.cnf'

The file-based dependency on '/etc/my.cnf' was weaker than requiring
the '-config' subpackage directly. It could theoretically be satisfied
by any package providing that file, but in practice
'mariadb-connector-c-config' has been the sole provider of '/etc/my.cnf'
since 2018 when it was split out (F29). There is no plan to change
this -- on the contrary, the '-config' subpackage is the canonical
owner and other packages ('mariadb-server', etc.) depend on it.

Requiring '-config' directly is clearer, ensures version-locked
consistency, and eliminates the flatpak special case since the
dependency works the same in all build environments.
