            [enhancement] Drop conditional i686 exclusion

Remove the '%if 0%{?fedora} >= 43' guard around 'ExcludeArch'. MySQL
8.4+ permanently dropped i686 support, so all active Fedora releases
(F43+) exclude it unconditionally.
