            Fix dangling pcc symlink and require pmix-tools for prrte-devel

Pass --with-pmix=%{_prefix} to configure so that upstream generates
an absolute symlink target for pcc -> pmixcc instead of a relative
one that only worked by coincidence when both files lived in the
same directory. Since pcc now depends on pmixcc from pmix-tools at
run time, add that as a Requires of prrte-devel.
