Log:
Change relevancy for rrdcached test to Fedora >= 31
The rrdcached-service-and-related testcase tests the rrdcached service
confined as the rrdcached_t domain which was added to Fedora during
the release 31 lifecycle, hence the test is not relevant for previous
Fedora versions.
