Drop patches merged upstream:
- soup-body-input-stream-limit-buffer-read-to-the-received-content.patch
- multipart-test-close-base-stream-and-unref-multipart-before-quitting-main-loop.patch

Disable brotli for MinGW build: mingw-brotli is currently at 1.0.7
in Fedora and lacks brotli/shared_dictionary.h, which is required by
the new compression dictionaries feature in libsoup 3.7.2. Updating
mingw-brotli to 1.2.0 would resolve this:
