            Log:
            Drop FIPS mode test

This test is failing because GnuTLS FIPS mode is broken in rawhide. This
has recently become a recurring problem and is likely to remain so in
the future. The test is intended to test whether GLib works, not whether
GnuTLS works, so just drop the test.

Also, add missing BuildRequires to guarantee GnuTLS is always present
for the tests.
