            dnf5: disable vendor change by default

Set allow_vendor_change=False in 20-fedora-defaults.conf to prevent
DNF5 from switching a package's vendor during updates or installs.

Add allow-cmdline.conf to /usr/share/dnf5/vendors.d/ to allow vendor
change as an exception when a package is specified directly by path
or URL on the command line (cmdline_repo).
