Revert "Enable preset for ssh-host-keys-migration.service"
This change unfortunately does not enable the unit on updates for
Silverblue/Kinoite/Sericea & IoT as we don't re-preset all units like
it's done in Fedora CoreOS.

We will enable the `ssh-host-keys-migration.service` unit via a `Wants`
on the `sshd.service` nuit instead to make sure it's pulled into the
graph in all cases, notably for Silverblue/Kinoite/Sericea & IoT.
