Revert "Enable podman-restart.service"
This reverts commit b5b333fb04064b8a309d8eeff74e626870a41ad7.
This service pulls in `network-online.target` by default on all variants
where we ship this. There are discussions upstream on the best way
forward but for now let's revert this.
