            Document reason for 'Epoch:1'

The Epoch was introduced when cjs was revived in Fedora
(commit 09c3ddb, per https://pagure.io/releng/issue/7938).
The version dropped from 1.34.0 to 1.9.1, requiring Epoch:1
to maintain upgrade path continuity.

The current version (140.0) is well above the old 1.34.0, but
Epoch can never be removed once set — doing so would break
upgrades for existing installations.
