Add missing BuildRequires: 'pkgconfig(xi) >= 1.2'
'meson.build' requires 'dependency('xi', version: '>=1.2')' but the spec
had no corresponding BuildRequires. The build succeeds only because libXi
is pulled in transitively.

Linux Mint's 'debian/control' also omits 'libxi-dev' from Build-Depends,
so both distributions were missing this explicit dependency.
