            Remove stale 'xmlto' BuildRequires

The X.org doc build pipeline requires both 'xmlto' and 'fop' to
produce formatted documentation. 'fop' was never a BuildRequires,
so 'xmlto' alone cannot produce any doc output. No generated
documentation appears in '%files'.
