            Add yama-ptrace-enable Recommends for F45+

Delve requires ptrace access to debug processes. Starting with F45,
yama ptrace restrictions are enabled by default (ptrace_scope=1).
Adding yama-ptrace-enable as a Recommends allows delve to function
without manual sysctl configuration, while letting hardened
environments opt out.

Resolves: rhbz#2461719
