            [cleanup] Fix 'URL' tag capitalization and use HTTPS

Normalize 'Url:' to 'URL:' matching the conventional tag style used
for 'Name', 'Version', 'License', etc. Also upgrade from 'http' to
'https', as 'mariadb.org' supports HTTPS.
