[cleanup] Remove stale 'rpmlintrc' filters for 'debuginfo'/'debugsource'
The 'no-documentation' filter for 'debugsource' and 'useless-provides'
filter for 'debuginfo' are no longer needed -- current 'rpmlint' (2.9.0+)
no longer emits these warnings. The stale filters themselves cause
'unused-rpmlintrc-filter' errors.
