            [cleanup] Remove stale 'mariadb-config' Obsoletes

The 'Obsoletes: mariadb-config <= 3:10.3.8-4' was added in 2018
(Fedora 29) when the '-config' subpackage was split out. MariaDB 10.3
is long EOL and no supported Fedora release still carries
'mariadb-config'. Every upgrade path has already resolved this
transition.

Also remove the corresponding 'rpmlintrc' filter for
'obsolete-not-provided mariadb-config', since the 'Obsoletes' is gone.
