[bugfix] Add '%license' to '-config' subpackage
The '-config' subpackage is independently installable -- it has no
'Requires' on the main package (in fact, the main package depends on
'-config', not vice versa). Per Fedora Licensing Guidelines, it must
either contain the license file or depend on a package that does.
The '-devel', '-doc', and '-test' subpackages all 'Requires' the main
package, which carries '%license COPYING.LIB', so they are already
covered by the dependency chain.
