            [bugfix] Add '%{?_isa}' qualifier to arch-dependent subpackage 'Requires'

The '-devel' and '-test' subpackages require the main package (which ships
'libmariadb.so.3'), but lack the '%{?_isa}' multilib qualifier. This means
on a multilib system, 'mariadb-connector-c-devel.x86_64' could satisfy
its dependency with 'mariadb-connector-c.i686', leading to broken linkage.

The '-doc' subpackage is 'noarch', so it correctly does not need '%{?_isa}'.
